Joseph Dean Fala or Joe Fala for short is a Member of the General Assembly (MGA) for Duckburg-Central. He is a member of The Democratic Progress Party (DPPK) and is the Minister of Transportation. Joe was also the former Mayor of Duckburg representing the largest city in Kodiak. Joe currently is a single father and has one daughter named Dawn Asa Fala.

Background

Joe was born in Duckburg in March 23rd 620 to parents Edmond & Judy Fala. At a young age, Joe was into exploring the city often getting in trouble with his parents when he got lost. In this love for adventuring off, Joe learned to respect the infrastructure of the city.

Joe graduated High School at Duckburg Central High and went to college at Eruestani Tech in West San Chico to study civil engineering. When he came back to Duckburg after college. He worked for The Eruestani Peninsula Turnpike Authority then started his own municipal engineering firm called Fala & Associates. He got married to Morgan Fray in 645. His wife died when Dawn was born in 656 due to complications with the pregnancy.

After working privately for 10 years, Joe decided to run for Mayor as he was witnessing the failure of infrastructure in his own town and wanted to change the way that city planning was done. Becoming the Local DPPK Mayor Candidate, during the 655 Duckburg Local Election. Joe Fala made it to runoff with 29% of the vote. The Runoff Election which took place a month later had Joe winning 51% of the vote defeating one term incumbent Gerald Waken (NUP)

Mayor of Duckburg

While Mayor, The Fala Administration passed urban housing laws that removed a lot of zoning requirements across the city. This allowed a lot more affordable housing to be built in places that are unconventional. Joe also supported a lot of small business development in a program called Renew Duckburg. The program was a complete re-imagining of city planning. The Fala Administration supported bike highways that went across the city supporting separate infrastructure. He also supported the expansion of subways into the outer suburbs and park revitalization.

Joe also was against urban sprawl as in a speech he said "- For every new kilometer of development is another kilometer we have to pay for" referencing the fact that if another square mile was added to the city would mean that the city would have to build another road and utilities to help develop the land. The Administration was doing all its best to try and make sure that the amount of people that existed in in a square kilometer was maximized. The Fala Administration was also lobbing the The Eruestani Peninsula General Assembly to put in the Greenbelt Initiative which placed limits on Duckburg on how far it can sprawl. The Greenbelt Wildlife Refuge is one of the largest public parks in the nation and also acts as a barrier between Duckburg and the rest of the province.

Joe was reelected as Mayor in the 658 Election winning 64% of the vote defeating Quinten James (NUP) with 36%

The Kodiak General Assembly

In 660. Joe resigned from the Mayor's office to run for the General Assembly for the DPPK for Duckburg-Central. He defeated incumbent Ray Stapleton (KWP) 53% to 47%.

During this time. Joe played an interest in the transportation policy of the nation and asked for the assembly to give more money to infrastructure funding. Joe won re-election winning 70% - 30% against NUP candidate Quinten James.

The DPPK proceeded to enter a coalition with the NUP developing the National Coalition for the 666 Election. Joe winning his seat with 72% - 28% of the vote to KWP candidate Yancy Moore.

Second Maltravers Cabinet and Third Maltravers Cabinet

Joe was appointed Minister of Transportation by Chancellor Edmund Cosmo Maltravers (NUP) and worked on trying to nationalize the highway network and propose the 30 year transportation plan.

Unfortunately due to incidences that happened while in Cabinet. Joe resigned from cabinet over a series of events which started over his speech to the assembly on ending the civil war.

Joe would call out the Third Maltravers Cabinet for there "Blatant disrespect of there coalition partners which made it imposable to work with the cabinet". The Investigation into the deaths of Commune protesters during KNF rally in Luton (666) and the Investigation into political responsibility for communist activity (666) was enough grounds for Joe and the rest of the DPPK to leave cabinet. DPPK Leader and Jack Williams announced later that day that the DPPK and the NUP's Coalition was over.

Over the next few months was tense for Joe now working as a MGA was working in the background to get a no-confidence vote in to topple the NUP administration. He especially had tensions with Defense Minister Maria Sanz-Cortes and Treasury and Revenue Minister R. Henry Welch who Joe thinks is a danger to democratic norms as a response to the Incident in Luton.

in 667, DPPK Member Tobias Vikstein, MGA presented the No-Confidence Vote causing Chancilor Maltravers to resign to the General Assembly. Joe supported the measure. President and DPPK Leader Jack Williams was soon arrested for Treason. Joe became the Interim Leader of the DPPK and condemned the move by saying, "With the circumstances Jack was dealing with with a NUP government that was constantly undermining members of this very assembly. It was hard to get any peace negotiations done." referencing his speech from the beginning of the assembly to end the war.

First Williams Cabinet

In an upset. President Jack Williams (DPPK) was able to beat Chancellor Felix Hurst (NUP) in the vote of no-confidence making him the Chancellor. Chancellor Williams then appointed Joe back to the Ministry of Transportation to finish work on the 30 Year Transportation Plan.
