It was led by Acting[[List of chancellors of the Kodiak Republic|Chancellor]] [[Alantic_States|Oskar Luchens]] and Deputy Chancellor [[user:new_asdenNew Asden|Aaron Tonnesen]] of [[the National Unity Party]].
 
It was installed after the rejection of the [[First Luchens Cabinet]] following the [[645 Kodiak General Election]]. Luchens was elected during the [[The Darrent Crisis|initial movements of the Great North invasion of the Darrent]]. His cabinet appointments were the first (and so far only) cabinet list to be knocked back by the General Assembly on the first vote. Opposition party the KWP rallied a contingent of Assembly Members to oppose the list after Luchens initially refused to include KWP leader Klaus Mikaelson in the war cabinet.
In a surprise press conference in the midday of 16 June 647, [[List of chancellors of the Kodiak Republic|Chancellor]] [[Alantic_States|Oskar Luchens]] declared his sudden and immediate resignation from the General Assembly. He cited the stress of the war with the Great North and frustration with the political establishment in responding to the war as his primary reasons but did not elaborate. The Cabinet convened shortly in the afternoon to declare a new cabinet under Deputy Chancellor Aaron Tonnesen. The new cabinet succeeded the [[First Luchens Cabinet]] the same day on 16 June and served for the final six months until the [[648 Kodiak General Election]]. A new deputy chancellor was not elevated from cabinet as it struggled to maintain effective government in the face of loss of most of the Darrent.

The Second Luchens Cabinet was the government of the Serene Republic of Kodiak from 13 March 645 until 16 June 647. It was led by Chancellor Oskar Luchens and Deputy Chancellor Aaron Tonnesen of the National Unity Party.

It was installed after the rejection of the First Luchens Cabinet following the 645 Kodiak General Election.
