BE IT RESOLVED by the General Assembly of the Most Serene Republic of Kodiak:

RECOGNISING the Republic of Kodiak must actively engage in diplomatic exercise within the international sphere;

OBSERVING the influence of the United Regions Alliance within the international community;

HONOURING the respected member states of the URA and the considerable diplomatic work they perform on behalf of the international community;

UNDERSTANDING the minor but enforceable mandate of the URA upon affiliate states;

APPRECIATING the roll our Nation will play in influencing international policy within the URA Civil Council;

HEREBY DECLARES the Republic of Kodiak shall accept the terms of the URA Charter and affiliate itself within that international organisation;

FURTHER OBLIGATES the Kodiak Executive to ensure an Envoy shall be appointed to the Civil Council of the United Regions Alliance as a priority as is our right;

CONTINGENT specifically on the approval of the Civil Council of the URA of the application to affiliate of the Republic of Kodiak.

FURTHER DECLARES that the Republic of Kodiak shall make every reasonable effort to contribute its existing forces (military and domestic) to the advancement of the URA so long as doing so does not reasonably jeopardise Kodiaker capabilities.

FURTHER OBLIGATES the Kodiak Executive to ensure an Envoy shall be appointed to the Civil Council of the United Regions Alliance as a priority as is our right;

CONTINGENT specifically on the approval of the Civil Council of the URA of the application to affiliate of the Republic of Kodiak.

The Nation of Promise Resolution, 652

A resolution to expand the soft power and international standing of the Kodiak Republic.
ACTIONED on ## MONTH ####, with ## Aye, ## Nay, and ## Abstain.

BE IT RESOLVED BY THE GENERAL ASSEMBLY OF THE MOST SERENE REPUBLIC OF KODIAK:

RECOGNISING the Kodiak Republic remains an untrusted and untested state on the world stage;

REMEMBERING that no independent state (including those of the United Regions Alliance) found it pertinent to defend our sovereign territory;

ACCEPTING that the Republic has made no concrete efforts to improve our diplomatic relations since the Mondo Cabinet of 636;

ACKNOWLEDGING a strong nation mustn't fear that which is foreign, but accept, integrate, and evolve to culture which is innovative;

BELIEVING that Kodiak must work to develop greater cooperation between our neighbours and other sovereign states;

HEREBY SHALL;

AMEND the IMMIGRATION ACT, INTER as below;
AMEND the RESOLUTION TO JOIN THE UNITED REGIONS ALLIANCE, 636 as below;
ENACT the RESOLUTION TO JOIN THE ASSEMBLY OF NATIONS, 652 as below;
ENACT the DIPLOMATIC CORPS ACT, 652.

Amendment to the Immigration Act, Inter

Original Text

Article 2 - Immigration Control

2.1 - Prospective foreign residents to Kodiak must apply to the Directorate of Immigration for a residence visa.
2.2 - Permanent Resident visas will require the applicant to, at the time of filing:
2.2.1 - Speak a national language of Kodiak.
2.2.2 - Hold a least a bachelor's degree from one of the Immigration Directorate's approved domestic or international institutions
2.2.3 - Hold a work offer from an approved list of Kodiak employers.
2.2.4 - Pass a background criminal, character, and integrity check.
2.2.5 - Consent to a medical investigation against a list of unapproved adverse medical conditions.
2.2.6 - Be under the age of 36; or be legally married to a Kodiak citizen and under the age of 50; or be a biological parent to a Kodiak citizen.

Article 3 - Refugees

3.1 - The Kodiak Refugee Resettlement Program shall be established in the capital city of Rykkburgh.
3.2 - Refugees will undergo an exhaustive background investigation from within immigration detention.
3.3 - Refugees will only be accepted by the Kodiak Republic if they can demonstrate
3.3.1 - They are fleeing from a direct and ongoing conflict area, as defined by the Directorate.
3.3.2 - They are not indirectly or directly related to the belligerents of the conflict.
3.3.3 - They swear a desire to return to their country of origin if the conflict subsides within 10 years of the filing of their application.
3.4 - The Refugee Resettlement Program shall be quarterly funded with ₣47,500,000.

3.2 - Refugees will undergo a preliminary background investigation from within immigration detention not to exceed three months in length.
3.3 - If the Refugee Resettlement Authority believes more time is necessary to complete a background check, refugees must be released on auto-renewing three-month bridging visa.
3.3.1 - Bridging visas may not exceed a maximum length of 12 months from arrival.
3.3.2 - A determination for or against refugee resettlement must be made prior to this time.
3.3.3 - A refugee may be obligated to remain in detention if the Resettlement Program finds evidence of crimes which constitute a Violent Felony within Kodiak, which does not constitute an automatic denial, with approval of the provincial court. An Individual Integration Plan will be required for release from detention.
3.4 - Refugees will only be accepted by the Kodiak Republic if they can demonstrate
3.4.1 - They are fleeing from a direct and ongoing conflict area, as defined by the Directorate, OR:
3.4.2 - They are fleeing a major disaster area (natural or man-made), as defined by the Directorate, OR;
3.4.3 - They are fleeing religious or political persecution which would otherwise be legal with the Republic AND constitutes a serious risk to life or limb.
3.4.4 - They are not indirectly or directly related to the belligerent leadership personnel of an ongoing conflict.
3.5 - The Refugee Resettlement Program shall be quarterly funded with ₣90,000,000.
