Charter of the Group of Three Organisation

A charter of the rights and responsibilities of parties to the Group of Three organisation.

Preamble

THE CONTRACTING PARTIES,

IN ORDER to promote international political cooperation,

DEVELOP long lasting diplomatic communication and trust,

EXPAND global cultural institutions and education, and

EMPOWER ongoing economic strength and development;

HEREBY BIND the parties affixed to the maintenance of this organisation.

Article I - Governance

How the organisation shall be governed.

1.1 - The Group of Three (from now on referred to as 'the Organisation') shall be a standing international summit consisting of member states all equal in stature.

1.2 - The organisation shall hold once every fifty-two (52) days and for a period no longer than fifteen (15) days a summit meeting of all member states.

1.3 - The Chairperson of the Organisation shall be the Head of Government (or official designee) of the state either currently hosting the required summit, or the Head of Government (or official designee) of the state next obligated to host the required summit.

1.4 - New member states may be bound to this organisation by an approval of a 2/3rds minimum majority of all attending member states at the next summit meeting.

1.5 - Member states may be absolved of this binding for any reason by a vote of 2/3rds minimum majority of all attending member states at the next summit meeting or any ad-hoc meeting as called by the Chairperson of the Organisation for only such a purpose.

1.6 - An ad-hoc meeting shall require a quorum of at least 2/3rds of all member states to be considered official, including the subject of the resolution to absolve.

1.7 - The majority minimum does not include the subject of the resolution to absolve.

1.8 - Any member state which has neglected to attend three (3) summits in a row shall be automatically absolved of membership in the Organisation.

1.9 - The selection of the hosting state shall follow the order in which states have become bound to the Organisation.

1.10 - The hosting state (and therefore Chairperson) may not be of a state who has yet to attend one full summit as a member, excepting for the first summit.

1.11 - The name of the Organisation shall adjust automatically to reflect the number of states bound to the organisation.

Article II - Summit Obligations

Obligations and rights for member states and hosts from which there are no exceptions.

2.1 - All member states are obligated to send their Head of Government and an additional state official to attend the regular summit as delegates.

2.2 - Where an official from a member state has been refused entry for crimes within the host state, an exception is not obligated to be made for any official of any member state.

2.3 - The host Head of Government (or official designee), as Chairperson, shall preside over the summit and shall have ultimate discretion of topics, expectations, and moderation of debate.

2.4 - It is the obligation of the host state to prepare an Order of Business to be sent to all delegates at least three (3) days in advance of the summit.

2.5 - The summit must create a statement of the results of the summit with language universally approved by a minimum of 2/3rds of member states and it must be completed prior to close of the summit.

2.6 - Any decision to be made on behalf of the Organisation will be made on a 'one-state, one vote' principle and require a minimum 2/3rds majority of attending member states.

Article III - Summit Privileges

Privileges for hosts and member states which do not contravene the obligations in Article II.

3.1 - The nature of the summit, its branding, location, and organisation, shall be of the discretion of the government of the host state.

3.2 - The extent to which a host state wishes to permit freedom of movement for foreign officials or foreign citizens shall be of the discretion of the government of the host state.

3.3 - The permission to invite non-bound states to observe the summit shall be of the discretion of the government of the host state.

3.4 - Cultural or political events to be held along side the summit shall be of the discretion of the government of the host state.

3.5 - No decision of the Organisation may be considered 'binding' upon another member, excepting a resolution to absolve.
