Noting the lack of bicycle infrastructure in Kodiak, as well as the chronic car-dependency of Kodiak, the purpose of this legislation is to improve local and regional bike infrastructure in Kodiak and promote bicycle usage and access. It aims to reduce car usage and increase bicycle rider-ship, reduce CO2 emissions, reduce traffic congestion, increase overall productivity, increase commuter income, and increase the overall physical health of Kodiakers. The methods used will include: grants to municipalities to be used for bike infrastructure and access, the creation of bicycle “superhighways” connecting municipalities across Kodiak, the development of dedicated bike lanes in our existing infrastructure, and the establishment of departments to manage and oversee these goals.

Article 1 - Definitions

1.1 - Defines bicycle lane as a dedicated lane for bicycles at least 2 meters in width.
1.2 - Defines bicycle superhighway as a long-distance bicycle lane(s) connecting major municipalities.
1.3 - Defines bicycle infrastructure as infrastructure designed to facilitate bicycles, such as bike lanes or bike superhighways.

Article 2 - Establishment of the National Bicycle Service (NBS)

2.1 - Forms the NBS under the Ministry of Transportation.
2.2 - The NBS shall oversee the management of all state programs regarding cycling.
2.3 - The NBS will oversee the promotion and encouragement of cycling.
2.4 - The Ministry of Transportation shall be allocated 215 million florins per quarter to fund its operations.

Article 3 - Establishment of the Department of Cycling Infrastructure (DCI)

3.1 - Establishes the DCI, subordinate to the NBS within the Ministry of Transportation.
3.2 - The DCI shall oversee the construction and maintenance of state-owned bicycle infrastructure.
3.3 - The Ministry of Transportation shall be allocated 1,450 million florins per quarter to fund its operations.

Article 4 - Safety and Regulations

4.1 - All bicycle lanes must be at least 1.5 kilometers in length and 2 meters in width.
4.2 - All bicycle lanes must be separated from car traffic by a median no less than 0.5 meters in length.
