==Article 1 - Definitions==
:1.1 - Defines bicycle lane as a dedicated lane for bicycles. at least 2 meters in width.

==Article 2 - Establishment of the National Bicycle Service (NBS)==
:2.1 - Forms the NBS under the Ministry of Transportation.
:2.2 - The NBS shall oversee the management of all state programs regarding cycling.
:2.3 - The NBS will oversee the promotion and encouragement of cycling.
:2.4 - The Ministry of Transportation shall be allocated 21550 million florins per quarter to fund itsthe NBS's operations.
==Article 3 - Establishment of the Department of Cycling Infrastructure (DCI)==
:3.1 - Establishes the DCI, subordinate to the NBS within the Ministry of Transportation.
:3.2 - The DCI shall oversee the construction and maintenance of state-owned bicycle infrastructure.
:3.3 - The Ministry of Transportation shall be allocated 1,450150 million florins per quarter to fund itsthe DCI's operations. 3.4 - The Ministry of Transportation shall be allocated 500 million florins upon it's founding to fund initial costs.
==Article 4 - Safety and Regulations==
:4.1 - All bicycle lanes must be at least 1.5 kilometerskm in length and 21 metersmeter in width per direction of bicycle traffic, with the lane material consisting of orange-coloured pavement at least 250 mm thick.
:4.2 - All bicycle lanes must be separated from car traffic by a median no less than 0.5 meters in length.
