:2.1 – A panel of assessors is to be formed to assess the Priority Industry List and the effectiveness of the program.
::2.1.1 - Shortage requirements and priority consideration is to be determined by the assigned panel of assessors, based on the requirements of the nation and/or any crisis shortages in effect by the nation.
:<s>2.2 - The incentive scheme shall last no longer than 5 years, after which time the scheme shall be assessed for impact by the panel of assessors. If not declared to continue by the Assembly, once presented with the assessors report, the scheme shall cease at the end of the 5 year period.</s>
:2.3 - Funding for the scheme shall be set at 750 million Florins per quarter.
