Veteran Affairs Act, 667

An act to provide health and benefits for veterans of the armed services of Kodiak.

Article 1 - Creation of the Department of Veteran Affairs

1.1 - Department of Veteran Affairs will be created under the supervision of the Ministry of Defense.

1.2 - Its purpose is to provide support and lifelong healthcare to eligible military veterans.

1.3 - Non-healthcare benefits will contain the following:

  • Disability Compensation
  • Vocational Rehabilitation
  • Education Assistance
  • Home Loans
  • Life Insurance
  • Burial and Memorial Benefits

1.4 - Funding will come from the defense funds.

  • 1.4.1 - 1.05 billion Florins a quarter.

Article 2 - Administration and Eligibility

2.1 - The creation of three additional administrations to cover each aspect of veteran affairs.

  • 2.1.1 - Veterans Health Administration (VHA) - responsible for providing healthcare in all its forms as well as biomedical research.
  • 2.1.2 - Veterans Benefits Administration (VBA) - responsible for initial veteran registration, eligibility determination, and non-healthcare benefits.
  • 2.1.3 - National Cemetery Administration - responsible for providing burial and memorial benefits, as well as maintenance of VA cemeteries.

2.2 - Eligibility will be determined by meeting both requirements:

  • You have a current illness or injury (condition) that affects your mind or body, and
  • You served on active duty, active duty for training, or inactive duty training.

Article 3 - Dependency and Indemnity Compensation Rates

3.1 - The creation of Dependency and Indemnity Compensation (DIC) as a tax free monetary benefit payable to a surviving spouse, child, or parent of service-members who died while on active duty, active duty for training, or inactive duty training. Additionally to survivors of veterans who died from their service-connected disabilities.

3.2 - Eligibility as a surviving spouse.

  • One of these must be true:
    • You lived with the veteran or service member without a break until their death, or
    • If you're separated, you weren't at fault for the separation
  • And one of these must be true:
    • You married the veteran or service member within 15 years of their discharge period of military service during which the qualifying illness or injury started or got worse, or
    • You were married to the veteran or service member for at least 1 year, or
    • You had a child with the veteran or service member.

3.3 - Eligibility as a surviving child.

  • One of these must be true:
    • You aren't married, and
    • You aren't included on the surviving spouse compensation, and
    • You're under the age of 18 (or under the age of 23 if attending school).

3.4 - Eligibility as a surviving parent.

  • Both of these must be true:
    • You're the biological, adoptive, or foster parent of the veteran or service member
    • Your income is below ₣10,000.

3.5 - DIC Rates

  • 3.5.1 - Rates will start at ₣2,000 monthly.
  • 3.5.2 - Rates percentage increases will be at the discretion of the VA.
