The Marshall Plan is a book written by Surfside Heights Council President and former NUP member, Malia Makenzie Marshall which details a plan for the rebuilding and redefining of Kodiak's economy and Economic System. Marshall outlines all of the issues with the National Government and then attempts to create a manifesto and a list of ideas that she wishes to implement. Some journalist are speculating that she is using this book as a spring board to run for the Chancellorship.
