Recognising that Kodiak’s prison system needs to be expanded to accommodate new prisoners and end Prison overcrowding.


Article 1 - Mission

1.1 - The purpose of the Kodiak Prison System is to hold convicted prisoners while giving them rehabilitation to prepare them for their reintroduction to society.

Article 2 – Staffing

2.1 - Guard to Inmate Ratio shall be as follows:
2.1.1 - Minimum Security Prisons shall be 1 guard for every 10 to 15 inmates.
2.1.2 - Medium Security Prisons shall be 1 guard for every 5 to 10 inmates.
2.1.3 - Maximum Security Prisons shall be 1 guard for every 2 to 5 inmates.
2.1.4 - SuperMax Security Prisons shall be 1 guard for every inmate.
2.2 - General Staff such as Administrative, healthcare, educational, and support to Inmate Ratio shall be as follows:
2.2.1 - Minimum Security Prisons shall be 1 staff member for 5 to 10 inmates.
2.2.2 - Medium Security Prisons shall be 1 staff member for 4 to 6 inmates.
2.2.3 - Maximum Security Prisons shall be 1 staff member for 2 to 4 inmates.
2.3 - Correctional Guard Salaries and the brackets for each salary based on experience and skill will be negotiated with the unions every 3 years.

Article 3 – Prisoner Cell Occupancy & Quality

3.1 - Prisoners shall be quartered with 4 prisoners per cell.
3.2 - Cells shall be outfitted with bunks & hygiene facilities.
3.3 - Cells will be no smaller than 30 meters squared.

Article 4 – Prisoner Rights

4.1 - Prisoners shall be entitled to 5 hours of free time per day, not including meal times.
4.2 - Prisoners will be entitled to 3 meals per day which conform to national nutritional standards.
4.3 - Prisoners shall be entitled to general health and urgent care.

Article 5 - Additional Expansion To Facilities

5.1 - Recreational Rooms with Ping Pong tables, Cornhole Boards, Pool Tables, and TV area.
5.1.1 - Only 20 Prisoners at a time in these rooms based on cell block assignment.
5.2 - New Gym facility with equipment that is contracted out from a Private Gym.
5.3 - New Cell blocks to accommodate the influx of new Prisoners.
5.4 - Crafts Program that will be additional to the Recreational rooms that will allow Prisoners to build skills like Painting, Beading, and Knitting.
5.5 - New state of the art prisons to help with overcrowding.

Article 6 – Prisoner Rehabilitation & Labour Programs

6.1 - The Kodiak Prison System shall provide Rehabilitation Programs to its inmates.
6.1.1 - Inmates will be entitled to therapy and counseling, anger management courses, career workshops, and secondary education classes.
6.2 - The Kodiak Prisons System will offer Employment Training and opportunity programs to its inmates, the purpose of which is to provide on-the-job education and experience to incarcerated Kodiakers.
6.2.1 - The program will be available to all inmates who have not been convicted of violent crimes or felonies. If a prison warden or other administrator deems it necessary to deny these programs to an individual or multiple prisoners due to perceived flight risk or unruly or violent behavior, they may submit a request detailing why the prisoner(s) should be barred from participation.
6.2.2 - The government may award employment contracts to corporations, allowing said companies to select a desired amount of inmates to participate in a Vocational/Technical Training Program. Inmates shall receive training and experience via company programs and on-the-job experience. Inmates may work a maximum of eight hours per day, being paid at the full standard rate they would receive if free, but may not fall below the minimum wage.
6.2.3 - Inmates participating in the said program shall be required to wear ankle monitors at all times while off prison grounds, with a ratio of 2 Correction Officer to 4 inmates to be maintained.

Article 7 – Funding

7.1 - The maintenance and operations of the nation's prisons will be funded from the budget of the Ministry of Justice, Law & Order.
7.2 - Funding for maintaining the country’s prisons shall be set at ₣950 million per quarter.
7.2.1 - Specific funding for Correctional Guard salaries will be 225 million florins per quarter.
7.2.2 - Specific funding for additional guards will be 40 million florins per quarter for the training and recruitment.
7.2.3 - The rest of the budget resting at 668 florins per quarter will be for maintaining the country's Prisons.
7.2 - The Rehabilitation and Labour programs shall be funded by the Ministry of Education.
7.2.1 - Program funding will be set at ₣850 million per quarter.
7.2.2 - The funding will be specifically for Rehabilitation and Labour programs. It shall never be used for other projects.
7.3 - 5 billion florins will be allocated from the Treasury Ministry to fund the construction of two new prisons in Kodiak.

Article 8 – Repeal of the Existing Prisons Act

8.1 - Repeals The Prisons Reform Act (652).
