::''Noting the lack of bicycle infrastructure in Kodiak, as well as the chronic car-dependency of Kodiak, the purpose of this legislation is to improve local and regional bike infrastructure in Kodiak and promote bicycle usage and access. It aims to reduce car usage and increase bicycle rider-ship, reduce CO2 emissions, reduce traffic congestion, increase overall productivity, increase commuter income, and increase the overall physical health of Kodiakers. The methods used will include: grants to municipalities to be used for bike infrastructure and access, the creation of bicycle “superhighways” connecting municipalities across Kodiak, the development of dedicated bike lanes in our existing infrastructure, and the establishment of departments to manage and oversee these goals.''
