Article 1 reduces the size of two of our heavy equipment divisions and places them in Organized Reserve. This will save 45% of costs associated with these two divisions.

Article 2 creates the Standby Defense Force (National Guard). Which will be a provincial level militia that can be federated into the National Army in states of emergency. It would be funded at a provincial level, however training for this unit would be paid for annually by the defense budget.

Lastly, Article 3 creates and organized rank and pay structure which will save on costs for our military annually, but also provide a clear rank progression.

I should mention, this bill may be just the start of any future planning towards the military, as @Bernard Glocke [I] is away this bill is an attempt to address his ideas and put them into writing.
