Tobias, born in 604, iswas the primary heir to the Virstürm family dynasty. He was born into a wealthy family residing in the region of Vikstein which was formerly a Bromannikha vassal. His parents, Heirst and Ingrid Virstürm, are currentlywere some of the largest landowners in Kodiak. In 622, Tobias attended school at the Ryykburgh Academy, a private university, and received a degree in Political Science. It was here that Tobias had found an appreciation for law and attended Ryykburgh Law School in 626. He was made an editor for the school's law review during his attendance.
