Article 1: Regional Rail Program

1.1. Amending the The National Railroad Act (667) Article 5.

1.2. A Region is defined as a Provence or two provinces that border each other in the nation.

1.3. Allowing the right for any Provence to operate there own provincial run railroad company to serve communities not served by the National Railroad Act.

1.4. Allocating 2 billion florins per year for grants to provinces to build these railroads.

Article 2: Management

2.1. The Ministry of Transportation is responsible to managing the fund to the provinces.

2.2. Provinces are responsible for preforming preliminary engineering studies all corridors it identifies to build a rail line.

2.3. Provinces must design the railway to the standards the Ministry of Transportation defines as accordance to The National Railroad Act (667) Article 5.4 and connect to the national system.

2.4. To apply for funding. Provinces must submit its preliminary engineer study to the Ministry of Transportation for review. If the project has been determined to be feasible by the Ministry of Transportation along with all railroad standards, the Ministry of Transportation will provide 50% of the funding for the construction of the railroad.

Article 3: Military Use

3.1. During a State of Emergency as described by the chancellor's office. The Military has the right to take temporary control of all railroads during times of war.

3.2. During the military take over, the military may not block the use of railroads by public use including passenger services or cargo services.

3.3. When the state of emergency is over, the military must give up control back to the Ministry of Transportation along with the provinces that it temporarily took control over.
