A resolution to establish a mechanism to fund private prisons to overcome overcrowding due to quicker scalability, cost efficiency, and the ability to rapidly add capacity without the bureaucratic delays and high costs associated with building new public facilities.

BE IT RESOLVED BY THE GENERAL ASSEMBLY OF THE MOST SERENE REPUBLIC OF KODIAK:

NOTING the urgent need to address prison overcrowding;

ARGUING for the cost efficiency of private prison management;

SUPPORTING innovative approaches to specialisation in corrections;

EMPHASISING the flexibility and responsiveness of private facilities;

PROMOTING economic development through private sector involvement.

HEREBY SHALL;

AMENDS the PRISON REFORM ACT, 652 as below.

Add to Article 6

6.3 - Establishes the Prisoner Grants Authority (PGA) within the Department of Justice to account for and authorise payment for the boarding and rehabilitation of prisoners to non-public detention service providers.
6.3.1 - Authorises funding set at ₣450 million per quarter.
6.3.2 - Authorises the PGA to oversee and investigate claims by non-public detention service providers and to set fines and bonus provisions for improper care or exceptional rehabilitation.
