Section I: Post-War Reconstruction

Focusing on rebuilding destroyed historic structures, buildings and roadways in regions affected by war. Additionally, creates temporary emergency shelters for displaced citizens and food banks for those affected by war.

Article I - Rebuilding

1.1 - Government will pull funds towards rebuilding structures destroyed or deemed uninhabitable due to war.

1.2 - Rebuilding of bridges and roadways will take initial priority in order to move supplies and resources to cities or towns.

1.3 - Rebuilding of historic structures will use exact materials in order to recreate the building as authentically as possible.

1.4 - Ad hoc creation of a Rebuilding Department.

• 1.4.1 - Will be under the direction of the Ministry of Defense.
• 1.4.2 - Will manage rebuilding, emergency shelters and food banks around war affected regions.
• 1.4.3 - Will audit all financial expenses and allocate towards war-torn areas.
• 1.4.4 - Will properly determine areas of most need.

Article II - Emergency Shelters

2.1 - Emergency housing will be provided from land expropriated by the government.

• 2.1.1 - Land to be returned to ownership after shelters have been removed.

2.2 - Basic needs will be met to keep conditions appropriate for habitation.

• 2.2.1 - Medical facilities, food, and water will be at each location.
• 2.2.2 - Housing will be created with the intent to develop privacy and safety.

2.3 - No shelters can be permanent structures and must be removed once displaced individuals can move back to previous dwellings.

Article III - Food Banks

3.1 - Funding for food banks will be allocated for regions affected by war.

3.2 - While not necessarily permanent, food banks will be established in cities and large population centers located near war-affected regions.

Section II: Education Reintegration and Empowerment

Dedicated to reintegrating communities affected by conflict through the revitalization of education systems and addressing key aspects outlined for post-war reconstruction.

Article IV - Educational Reintegration

4.1 - Financial resources shall be allocated towards the reconstruction and rehabilitation of schools and educational facilities damaged or destroyed during the conflict.

4.2 - Priority shall be given to providing access to quality education for children and youth affected by the conflict, including those who were displaced or recruited as child soldiers.

4.3 - Specialized programs shall be implemented to support the psychological and emotional well-being of students traumatized by the conflict, ensuring they receive the necessary support to thrive academically and socially.

4.4 - The establishment of a dedicated Education Reintegration Commission is mandated.

• 4.4.1 - This commission shall collaborate with relevant stakeholders to coordinate efforts to reintegrate education systems and promote inclusive and equitable access to learning opportunities.

Article V - Teacher Training and Professional Development

5.1 - Comprehensive teacher training programs shall be initiated to equip educators with the skills and knowledge necessary to address the unique needs of students affected by the conflict.

5.2 - Professional development opportunities shall be provided to educators to enhance their capacity to deliver quality education and support the socio-emotional development of students.

5.3 - Incentives shall be offered to attract and retain qualified teachers in conflict-affected areas, ensuring a sustained commitment to educational reintegration efforts.

Article VI - Curriculum Development and Cultural Sensitivity

6.1 - Curricula shall be revised and adapted to reflect the diverse cultural, linguistic, and historical backgrounds of students in conflict-affected regions, promoting inclusivity and cultural sensitivity.

6.2 - Special attention shall be given to incorporating peace education and conflict resolution skills into the curriculum, fostering a culture of tolerance, empathy, and non-violence among students.

6.3 - Educational materials and resources shall be developed in collaboration with local communities and stakeholders to ensure relevance and accessibility.

Article VII - Infrastructure and Technology Enhancement

7.1 - Investments shall be made to upgrade educational infrastructure, including classrooms, libraries, and laboratories, to provide conducive learning environments for students and teachers.

7.2 - Access to technology and digital resources shall be expanded to enhance learning opportunities and bridge the digital divide in conflict-affected areas.

7.3 - Measures shall be taken to ensure the safety and security of educational facilities, including the implementation of security protocols and the provision of psychosocial support services for students and staff.

Article VIII - Community Engagement and Participation

8.1 - Community-based initiatives shall be promoted to engage parents, caregivers, and local stakeholders in the education reintegration process, fostering a sense of ownership and collective responsibility for children's learning.

8.2 - Parent-teacher associations and school management committees shall be empowered to actively contribute to decision-making processes and monitor the quality and effectiveness of educational programs.

8.3 - Partnerships with civil society organizations, non-governmental organizations, and international agencies shall be forged to leverage resources and expertise for the successful implementation of education reintegration efforts.

Article VIIII - Monitoring and Evaluation

9.1 - Mechanisms shall be established to monitor and evaluate the progress and impact of education reintegration initiatives, including the attainment of learning outcomes, retention rates, and socio-emotional development indicators.

9.2 - Regular assessments shall be conducted to identify challenges and gaps in the education system and inform evidence-based decision-making and policy formulation.

9.3 - Transparency and accountability shall be ensured through regular reporting and dissemination of findings to relevant stakeholders, including government agencies, donors, and the public.
