Kodiak on Rails Act, 649

An act to grow Kodiak’s deteriorating economy, and combat Kodiak’s deteriorating infrastructure through the development and construction of key rail infrastructure and standards.

PASSED on 29 December 2022 with 15 Aye, 1 Nay, 1 Abstain.

Article 1 - Establishment of the National Railway Service (NRS)

1.1 - Creates the (NRS), subordinate to the Department of Rail within the Ministry of Transportation
1.2 - The NRS shall oversee the regulation and maintenance of all state-operated railways,
1.3 - The Ministry of Transportation will be allocated 2,500M florins quarterly to fund all activities of the NRS.

Article 2 - Department of Railroad Construction

2.1 - The Department of Railroad Construction (DRC) will be created, subordinate to the Department of Rail. The construction of railroads, both passenger and freight, will be administered by the DRC.
2.1.1 - Railroad 10, Taiping to Crystal City, total cost of construction is 900M
2.1.2 - Railroad 20, Crystal City to Robingrad, total cost of construction is 200M
2.1.3 - Railroad 30, Railroad 10 to Gratz, total cost of construction is 700M
2.1.4 - Railroad 40, Railroad 20 to Mengtian, total cost of construction is 300M
2.1.5 - Railroad 50, Rosalice to San Chico, total cost of construction is 150M
2.1.6 - Railroad 60, Duckburg to San Chico, total cost of construction is 250M
2.1.7 - Railroad 70, Astroburg to Railroad 10, total cost of construction is 350M
2.1.8 - Railroad 80, Gratz to Taiping, total cost of construction is 250M
2.1.8 - Railroad 90, Railroad 10 to Rykkburg, total cost of construction is 300M
2.2 - Railroad Classification
2.2.1 - Minor Railways are classified as railways earning less than 20M annually
2.2.2 - Moderate Railways are classified as railways earning between 20M - 100M annually
2.2.3 - Large Railways are classified as railways earning between 100M-200M annually
2.2.4 - Major Railways are classified as railways earning more than 200M annually

Article 3 - Safety Standards

3.1 - All railway crossings must meet exceptional requirements. Safety regulations administered by the Department of Transportation must be conducted through the NRS
3.1.1 - Bullet trains are to be conducted at a maximum of 260 kp/h [160 mp/h]
3.1.2 - Railroad crossings are required to pass yearly inspections, defined and regulated by the NRS.
3.1.3 - All railway maintenance must be performed annually under the NRS
