The Kodiak Republic, after nearly a century as a failed state, has with international support begun to rebuild. The last 5 generations of hardship have had far-reaching effects on the demography of the Republic. We are facing a number of national crises and, with World Assembly approval, the government has implemented a far reaching emergency powers resolution.
The National Budget
Public Secretary's Summary - The National Budget is in crisis. With GDP at all time lows, our already miniscule tax rates return barely 66% of our expenditures. While I recommend increasing existing taxes or introducing new taxes, I also recommend we increase business and adult education subsidies to attempt to expand on what little economic activity remains. Police, Law, and Intelligence services could pay for themselves in the long run, as the vast majority of our expenses are directly related to the ineffective control of extant national emergencies (ie: Alcohol, Crime, Riots). Our Credit Rating is guaranteed by the World Assembly. I heavily recommend increasing public spending on programs that will increase business confidence or begin to control crime and civic disturbances.

The Political Situation
Public Secretary's Summary - The nation is in crisis. Not just one crisis, but I count over twenty-five major national crises. Many of these national emergencies feed into one another. This is, counter-intuitively, actually good news. Any programs created to deal with any particular crisis is nearly guaranteed to aide in resolving a number of related problems. My recommendation is to increase community and general policing, increase intelligence funding, tax behaviours you want to minimise, and subsidies behaviours you want to encourage. Anything that addresses the rampant poverty of our nation will decrease most of these issues, but I recommend a balance between immediate solutions and long-term solutions; without improved education, jobs, and homes, whatever money we parachute into the pockets of citizens will be at best only temporary fixes.

Due to the effectiveness and loyalty of the Public Service to the government, we expect to be able to exercise 100 units of political capital this year.
