ON RP DATE/REAL DATE
THE FOLLOWING ACT/RESOLUTION WAS ENACTED/REJECTED BY THE GENERAL ASSEMBLY
WITH ## AYE, ## NAY, ## ABSTAINS
Preamble... (Briefly introduce the bill and justification)
Be it enacted by the General Assembly of The Kodiak Republic by delegates assembled;
ARTICLE I - Short Title
(Optional)
- 1.1 - This Act may be cited as the "SHORT TITLE". The short title can be the same title if there is suitable short title. The short title can ease debate and reference.
ARTICLE II - Definitions
(Optional - but should be used)
- 2.1 - This section is important for new organizations or specific terms. But not required if definitions already exist for all items of concern in the Kodiak Legal Code.
- 2.1.1 - If placing regulation on an item. It should include the definition of what the item is under the law. Such as size, impact, function, and or other means.
- 2.1.2 - Different items should be defined in separate subparagraghs
ARTICLE III - Findings
(Optional)
- 3.1 - This paragraph is the opening argument for this Resolution's existence. This may help the assembly understand your intentions.
- 3.1.1 - Subparagraphs break out various points of the arguement and elaborate on the situation being addressed
- 3.2 - A new paragraph is warranted when a different topic of concern is being elaborated on.
ARTICLE IV - Budgetary Effects
(Required)
- 4.1 - In situations injecting/amending/removing budgetary language. A separate section is warranted for all money related matters. Do not skip this. Ensure the funding is specified as quarterly.
- 4.2 - If there are no budget changes intended, explicitly say this.
The following sections are examples of what you might have in a bill:
- You should use whatever article makes sense to you, as long as it is clear.
- You can use multiple of the same article type, it is better to be clear what chapters or sections you are touching.
- For instance, if you are amending two different sections, then you should have two Articles to amend. Same with creation and transfers.
- Obviously adjust article numbers as needed.
- Slight deviations are okay - as long as it is very clear what your intent is, otherwise the President may have to discuss with you before enqueuing your resolution/act.
- When in doubt - contact the President.
ARTICLE V - Amendment to TITLE #, CHAPTER #, SECTION #
Original Text
- 5.1 - In situations where a previous Law Code is being changed. The Original text is cited first such as (4.1.1 - TEXT)
- 5.1.1 -
You can strike out text to show text to be removed.
- 5.1.1 -
- 5.2 - Only show clauses or sections that you want to change, there is no point pasting an entire section but only intending to change one line and asking the Assembly to try to match things up. This will hinder understanding.
Amended Text
- 5.3 - Introduce your amendments here, and new additions if applicable.
- 5.4 - Note that amendments will always have the original text struckthrough where applicable, rather than removed, should the amendment pass.
ARTICLE VI - Creation of TITLE #, CHAPTER #
- 6.1 - Create an article for the creation of a new chapter, if applicable. Do not write the actual legislation here, this needs to be separate to make it clear on intent, as a Chapter is a hierarchical object rather than the legislation itself.
- 6.2 - Example: Hereby creates CHAPTER 5 - Example Chapter, in TITLE 7 - Revenue and Treasury
ARTICLE VII - Creation of TITLE #, CHAPTER #, SECTION #
- 7.1 - This is where your legislation goes when you are not amending an existing section.
- 7.2 - Naming this article something relevant to the context is okay too, but ensure that you specify what section you are creating in the body text.
Example:
- 7.1 - Hereby creates SECTION 5 - Example, under TITLE 7 - Revenue and Treasury, CHAPTER 3 - Taxation.
Section 5 - Example
- 5.1 - Raise taxes to the 1000%.
ARTICLE VIII - Transfer of TITLE X, CHAPTER X, SECTION X
- 8.1 - Situations where a subtitle, or section, or paragraph are transfered to another title of the Law Code shall be identified as a seperate section
- 8.2 - The cited text is displayed.
- 8.3 - The proposed destination of the text is displayed.
ARTICLE IX - Repeal of TITLE X, CHAPTER X, SECTION X
- 9.1 - If you are in the situation where you want to repeal entire sections of the law code, specify which sections in separate articles for each chapter.
- 9.2 - You can potentially use one Article if you are repealing multiple sections within the same Chapter. Adjust Article title accordingly.
