:1.1 - provides a one time fund of 1 billion floreins to be available to regions
:1.2 - establishes the right of regions to ask for funds from this fund to rebuild and improve their respective regions infrastructure
:1.3 - will provide a one Time fund of 300 million floreins specifically to rebuild the darrents infrastructure specifically such as roads civilians homes and government buildings
:1.4 - uses funds from such fund to develop and improve road infrastructure and housing projects across Kodiak
