:2.4 - the wages will be kept at least 20 florins above the minimum wage and shall be adjusted for inflation
 
:2.5 - the Kodiak Public Works program will be quarterly funded with 400 million florins

ARTICLE 3
 
:3.1 - establishes the Kodiak construction education program under the ministry of education
 
:3.2 - the Kodiak construction education program will be used to train individuals to be able to build infrastructure and homes and be proficient in the art of construction
 
:3.3 - the Kodiak construction education program will be quarterly funded with 7 million florins
