:1.1 - Creates the Department of the Kodiak Foreign Service within the Ministry of Defence and Foreign Affairs.
:1.2 - Allocates for the administration of this service ₣85 million per quarter.
:1.3 - Advises the Department of the Kodiak Foreign Service ''to protect and promote Kodiaker security, prosperity, and democratic values and shape an international environment in which all Kodiakers may thrive''.
:1.4 - Authorises the Chancellor and Minister of Defence and Foreign Affairs to empower Ambassadors and Diplomats to obtain offices for the advancement of Kodiaker interests and consular services in foreign nations of import as determined by the Minister.
