1.2. A Region is defined as a Provenceprovince or two provinces that border each other in the nation.
 
1.3. Allowing the right for any Provenceprovince to operate there own provincial run railroad company to serve communities not served by the National Railroad Act.
 
1.4. Allocating 2 billion florins per year for grants to provinces to build these railroads.
