Kodiak greets the end of the third general election in a still more stable circumstance than the last. While there has been some movement against the crises facing our nation, considerable conservative backlash has resulted in the attempted assassination of our Chancellor and a threefold increase in hate crimes and ethnic tension. Climate change and a global economic downturn have begun to push peoples over our porous borders only further inflaming these issues. The budget is solidly green and the government is providing more service and opportunity to more citizens than at any time since the beginning of the Kodiak Epidemic. The National Budget
Public Secretary's Summary - The National Budget continues to improve despite our best efforts to outspend our tax income. While considerable expenditure has been assessed over the last three years, the general efficiency of the public service has increased in tandem, effectively creating an extra four billion florins in savings per annum. As was assessed in the previous report, we do not want to be maintaining a surplus account while the nation's poor continue to struggle to make ends meet and national infrastructure remains underdeveloped. It is the opinion of your economists that we continue to increase spending on the order of an additional 10 billion per annum. I want to note that while internal corruption and general graft is still a notable drain on departmental budgets, it has for the first time been outpaced by professional experience and procedural efficiencies.

The Political Situation
Public Secretary's Summary - Following on from the last report, we appear to have stagnated on addressing the numerous crises facing the Republic. Policies addressing farming, food, and unemployment have unintentionally created an obesity epidemic and a national water shortage. The global economy appears to be entering a recession and our recovery efforts have accordingly been stalled. Business confidence is diving, especially after the recent terrorist incidents. Crime continues to thrive as our employment opportunities continue to dry up. We should investigate policies which increase the number of safe public service jobs we can subsidise until the global economy recovers, otherwise we will see a return to the levels of unemployment we saw six years ago. We also must begin to face the fact that global climate change has begun to affect our nation and must start considering environmental and carbon policies that may aide in mitigation efforts.
Political Capital
Due to the effectiveness and loyalty of the Public Service to the government, as well as the support of the Emergency Powers Resolution we expect to be able to exercise 85 units of political capital each year this term.
