Section 1: Formation
- 1.1 - The Department of Veteran Affairs exist subordinate to the Ministry of Defense.
- 1.2 - The Department is led by the Secretary of Veteran Affairs
- 1.2.1 - The Secretary is a civilian of the public service
- 1.3 - Its purpose is to provide support and lifelong healthcare to eligible military veterans.
Section 2: Administration and Eligibility
- 2.1 - Veterans Health Administration (VHA) exist under the Secretary of Veteran Affairs and is responsible for administrating healthcare in all its forms as well as biomedical research.
- 2.2 - Veterans Benefits Administration (VBA) exist under the Secretary of Veteran Affairs and is responsible for initial veteran registration, eligibility determination, and non-healthcare benefits.
- 2.3 - National Cemetery Administration exist under the Secretary of Veteran Affairs and is responsible for providing burial and memorial benefits, as well as maintenance of VA cemeteries.
- 2.4 - Eligibility will be determined by requirements;
- You have a current illness or injury (condition) that affects your mind or body, and
- You served on active duty, active duty for training, or inactive duty training.
Section 3: Dependency and Indemnity Compensation (DIC) Rates
- 3.1 - Dependency and Indemnity Compensation (DIC) exist as a tax-free monetary benefit payable to a surviving spouse, child, or parent of service-members who died while on active duty, active duty for training, or inactive duty training. Additionally, to survivors of veterans who died from their service-connected disabilities.
- 3.2 - Eligibility as a surviving spouse.
- You lived with the veteran or service member without a break until their death, or
- If you're separated, you weren't at fault for the separation
- You married the veteran or service member within 15 years of their discharge period of military service during which the qualifying illness or injury started or got worse, or
- You were married to the veteran or service member for at least 1 year, or
- You had a child with the veteran or service member.
- 3.3 - Eligibility as a surviving child.
- You aren't married, and
- You aren't included on the surviving spouse compensation, and
- You're under the age of 18 (or under the age of 23 if attending school
- 3.4 - Eligibility as a surviving parent.
- You're the biological, adoptive, or foster parent of the veteran or service member and
- Your income is below ₣10,000.
- 3.5 - DIC Rates
- 3.5.1 - Rates will start at ₣2,000 monthly.
- 3.5.2 - Rates percentage increases will be at the discretion of the VA.
Section 4: Non-healthcare benefits
- 4.1 - The Department of Veterans Affairs provides programs in the following categories for servicemembers and their families;

- Vocational Rehabilitation
- Education Assistance
- Home Loans
- Life Insurance
- Burial and Memorial Benefits
