An Act to streamline Transportation infrastructure, promote efficiency, and cut excessive Government spending.
Be it enacted by the General Assembly of The Kodiak Republic by delegates assembled;
ARTICLE I - Short Title
- 1.1 - This Act may be cited as the "Transportation Reform Act".
ARTICLE II - Amendment to TITLE 3, CHAPTER 1, SECTION 1

- 1.2 - Is subordinate to the Kodiak State Railway Management Company (Kodiak Railways).
Amended Text
- 1.2 - While remaining administratively subject to the Kodiak State Railway Management Company (Kodiak Railways), the National Rail Service shall maintain independent oversight in reviewing its operations and expenditures, and report quarterly to the Ministry of Transportation.

- 1.1. - DESCRIPTION. — The National Highway System consists of the highway routes and connections to transportation facilities that shall—
- 1.1.1 - serve major population centers, international border crossings, ports, airports, public transportation facilities, and other intermodal transportation facilities and other major travel destinations;
- 1.1.2 - meet national defense requirements;
- 1.1.3 - serve interstate and interregional travel and commerce.
- 1.11 - A Highway is defined as any road that may be considered an important connector but doesn't meet the requirements of an Expressway.

- 2.1 - A school bus is defined as a bus fitting strict safety and quality standards that is used to transport students to and from school and to other such events.
- 2.9 - These routes shall be reconsidered annually.

- 2.1.1 - All school buses shall be required to undergo annual modernisation and maintenance every year.

- 3.8 - Offer tax incentives for private companies investing in green and sustainable transportation technologies such as transportation using only renewable energy and financially supporting research of said technologies reducing the Capital Gains Tax to 10%.
- 3.9 - Offer tax incentives for the following two years (from 669) in order to promote the private sector entrance to the industry, reducing the Capital Gains Tax to 10% and Corporate Tax to 5% to any business that forms or enters the transportation industry
- 3.10 - Offer tax incentives for private companies who support research projects on new transportation technology reducing the Capital Gains Tax to 10%

- 2.1 - All railway crossings must meet exceptional requirements. Safety regulations administered by the Department of Transportation must be conducted through the National Rail Service.
- 2.1.1 - Bullet trains are to be conducted at a maximum of 260 kp/h [160 mp/h]
- 2.1.2 - Railroad crossings are required to pass yearly inspections.

- 7.3 - When the state of emergency is over, the military must give up control back to the Ministry of Transportation along with the provinces that it temporarily took control over.
