Grant Shadbolt [CKA] — 09/16/2023 10:08 PM I am concerned about section 2.3 in its use of "any", but aside from that I wholeheartedly support this bill. The Republic of Arcasis (DPPK) — 09/17/2023 4:46 AM So bassicaly we're establishing a national bank?
W Magnus Ward (NUP) — 09/18/2023 11:12 PM Custom @Assembly_Member Ping (Issue with role ping still being investigated)
von Zeppelin [CKA] — 09/19/2023 6:58 AM Oh, I slept for a long time. I welcome all members of the Assembly to this discussion. I apologize for being a little late, but there are reasons for this (OOC: trying to get comfortable in relativistics, vector algebra and mathematical induction, while simultaneously reading about matrices). I will try to give a comprehensive answer to all objections in one message.
von Zeppelin [CKA] — 09/19/2023 7:07 AM As you know, we do not have a law that would regulate the activities of the central bank, although it is an effective tool in the right hands, and a weapon of mass destruction in the wrong. That's why we need such legislation. von Zeppelin [CKA] — 09/19/2023 7:17 AM Providing the basics of work is provided by articles 2.1-2.5. The issue of banknotes, the participation of the central bank in the economy as an entity and interaction with commercial banks is a standard set of capabilities of the central bank, where there is nothing supernatural (OOC: in fact, article 2 is a revised law on the Bank of France). The work of the central bank must be highly efficient, therefore mechanisms for monitoring its work are needed, which are created in articles 3.1 - 3.7. I won't be staying at this place for long.
von Zeppelin [CKA] — 09/19/2023 7:27 AM Articles 4.1 - 4.4 impose certain obligations on commercial banks. This is done in order to enable liquidity management of the banking sector. (OOC: here I relied on the experience of the Russian Central Bank, which is surprisingly successful). Let me summarize: in fact, this bill outlines, plus or minus, the obvious functions of the central bank. No innovations from me, only excerpts from world experience. The only exception is the dependence of the Central Bank on the government, but this is due to our government structure. So, questions?
Grant Shadbolt [CKA] — 09/22/2023 1:53 AM I am concerned about section 2.3 in its use of "any", but aside from that I wholeheartedly support this bill.
von Zeppelin [CKA] — 09/22/2023 8:43 AM Are you concerned about the possibility of illegal financial transactions? Of course, this possibility is not directly prohibited, but legislation cannot contain illegal acts. For reinsurance, of course, it would not hurt to clarify the functions of the bank. However, it is worth considering that this can significantly tie his hands. I therefore left this part to the discretion of the Assembly.
Grant Shadbolt [CKA] — 09/22/2023 5:34 PM Mmm, that's a very good point.
Braughn F. G. Kryos — 09/28/2023 9:28 PM I motion for this bill to be taken to a vote. It has lasted almost six months on the floor. W Magnus Ward (NUP) — 09/28/2023 10:13 PM I agree. I second the motion

von Zeppelin [CKA] — 09/29/2023 10:23 AM Yes.
Daniel Anderson (UKN) — 10/03/2023 2:40 AM ((Did the Vote start yet?))
Grant Shadbolt [CKA] — 10/03/2023 6:28 AM (I distinctly remember voting on this, but I'm not sure what happened afterwards.) (Nevermind)
W Magnus Ward (NUP) — 10/03/2023 6:28 AM this is a second bank act. The previous one was the one which limited profitability for banks This one develops specific rules around the central bank
Grant Shadbolt [CKA] — 10/03/2023 6:29 AM Ooh yes, that's right This is the one by Mr. von Zeppelin
Braughn F. G. Kryos — 10/03/2023 8:27 AM Mr. President?
