An act to amend Title 5 of the legal code to provide grant funding and to support and develop rural and regional communities.

Article 1 - Regional and Rural Community Development

1.1 - Establishes the Kodiak Regional Renewal Administration (KRRA) to be headquartered in Mengtian and managed within the Kodiak Ministry of Commerce and Labour.
1.2 - Payments may be made to regional municipalities with a population less than 50,000 people, or to rural non-municipal government commissions with a population density under 15 persons per square kilometre, or to Kodiaker owned and managed non-profit organisations in these regions, or locally owned businesses with an annual gross revenue under ₣2,000,000 in these regions.
1.3 - The KRRA shall assess funding requests through an impartial selection process against a range of their own freely published criteria.
1.4 - Funding may be allocated for the purposes of:
1.4.1 - Transportation infrastructure maintenance.
1.4.2 - Public Utility maintenance and improvement.
1.4.3 - Offsetting temporary tax incentives for small and medium locally owned businesses.
1.4.4 - Upgrading telecommunications infrastructure to encourage activities of the digital economy.
1.4.5 - Funding independent consultant organisations for the purposes of building a regional development plan
1.4.6 - Offsetting costs of non-state entities for upgrading or maintaining plant, infrastructure, and buildings.
1.4.7 - Offsetting costs for annual community festivals.
1.5 - These development grants and subsidies will be allotted a quarterly budget of ₣1,250,000,000.

Article 2 - Agricultural Security and Development

2.1 - Establishes the Kodiak Agricultural Administration (KAA) to be headquartered in Lobenz and managed within the Kodiak Ministry of Commerce and Labour.
2.2 - Payments may be made direct to primary agricultural businesses or cooperatives with a five year running average of annual gross income of less than ₣2,000,000.
2.3 - The KAA shall assess funding requests through an impartial selection process against a range of their own freely published criteria.
2.4 - Funding may be allocated for the purposes of:
2.4.1 - Funding equipment replacement or repair.
2.4.2 - Funding infrastructure construction or repair.
2.4.3 - A partial repayment of annual water purchases.
2.4.4 - A direct payment per tonne of cereal, grain fodder, and oilseed.
2.4.5 - A direct payment per tonne of milk, beef, pork, lamb, and mutton.
2.4.6 - A direct payment per square hectometre of fallow arable land, increased year on year for a maximum and terminable limit of 5 years.
2.4.7 - Funding a portion of seasonal wage labour.
2.4.8 - Drought income insurance.
2.5 - These agricultural grants and subsidies will be allotted a quarterly budget of ₣1,250,000,000.
