National Defense Authorization Act, 669

An act to consolidate the capabilities of the armed forces of the republic. Superceeds the National Defense Authroization Act 643 and all previous Acts that amended the NDAA of 643.

Article 1 - Authorized Personnel

1.1 - The Kodiaker Army

1.1.1 - The Active Army shall be authorized end strength of 100,000 personnel of all ranks.
1.1.1.1 - 7th Division (Mechanized) shall be deactivated at JB Mentian from the Active Army.
1.1.1.2 - 10th Division (Mechanized) shall be deactivated at JB Taiping from the Active Army.
1.1.2 - The Organized Reserve shall be authorized 700,000 personnel of all ranks.
1.1.2.1 - The maximum Organized Reserve personnel on Active Duty during peacetime is capped at 85,000 personnel of all ranks.
1.1.2.2 - 7th Division (Mechanized) shall be reconstitued at JB Mengtian into the Organized Reserves.
1.1.2.3 - 10th Division (Mechanized) shall be reconstitiued at JB Taiping into the Organized Reserves.
1.1.3 - Implements Army Reorgantion of Divisional Brigades '670
1.1.3.1 - Reconstitute Divisonsal Artillery Brigades as Composite Fires Battalions
1.1.3.1.1 - Composition of 3x Artillery Batteries and 1x MLRS Battery, 1x Air Defense Battery, 1x Radar Battery, 1x Forward Support Company
1.1.3.1.2 - Deactivate 2nd,3rd,4th,5th and 6th Battalions all Divisional Artillery Brigades
1.1.3.2 - Reconstitute Divisonal Aviation Brigades as Composite Aviation Squadrons
1.1.3.2.1 - Composition of 2x Attack Companies, 1x Recon Troop, 1x Transport Company, 1x Aviation Support Company
1.1.3.2.2 - Deactivate 2nd,3rd,4th,5th and 6th Battalions all Divisional Aviation Brigades
1.1.3.3 - Reconstitute Divisonal Mobility Brigades as Combat Clearence Battalions
1.1.3.3.1 - Composition of 2x Combat Engineer Companies and 1x Construction Company, 1x Minelaying Company
1.1.3.3.2 - Deactivate 2nd and 3rd Battalions all Divisional Mobility Brigades
1.1.3.4 - Reconstitute Divisonal Sustainment Brigades as Sustainment Support Battalions
1.1.3.4.1 - Composition of 2x Motor Transport Companies, 2x Maintenance Companies, 1x Chemical Recon Plaoon, 1x MP Detachment, 1x Intelligence Detachment
1.1.3.4.2 - Deactivate 2nd and 3rd Battalions all Divisional Sustainment Brigades


1.2 - The Kodiaker Navy

1.2.1 - The Navy shall be authorized an end strength of 40,000 sailors of all ratings.
1.2.1.1 - Northern Naval District is renamed San Chico Naval District
1.2.1.1.1 - Surface Fleet - North will reflag as Surface Group 1
1.2.1.1.2 - Submarine Fleet - North will reflag as Submarine Group 1
1.2.1.2 - Western Naval District is renamed Duckberg Naval District
1.2.1.2.1 - Activates Surface Group 2
1.2.1.2.2 - Activates Submarine Group 2
1.2.1.3 - Eastern Naval District is renamed Robingrad Naval Ditrict
1.2.1.3.1 - Surface Fleet - East will reflag as Surface Group 3
1.2.1.3.2 - Submarines Fleet - East will reflag as Submarine Group 3
1.2.2 - The Naval Reserve shall be authorized an end strength of 100,000.
1.2.2.1 - The maximum Naval Reserve personnel on Active Duty during peacetime is capped at 20,000 personnel of all ranks
1.2.2.2 - The Naval Reserve will organize 1x Mobilization Center in each Naval District to oversee training and processing of Reserve Personnel into active units.

1.3 - The Kodiaker Air Force

1.3.1 - The Air Force shall be authorized an end strength of 50,000 personnel.
1.3.1.1 - Activate Air Defense Squadron No.66 (Ballistic Missile Defender) at JB Rykburgh
1.3.1.2 - Activate Air Defense Squadron No.67 (Ballistic Missile Defender) at JB Mengtian
1.3.1.3 - Activate Air Defense Squadron No.68 (Ballistic Missile Defender) at JB Taiping
1.3.1.4 - Activate Air Defense Squadron No.69 (Ballistic Missile Defender) at JB Astroberg
1.3.2 - The Air Force Reserve shall be authorized an end strength of 100,000 personnel.

1.4 - The Kodiaker Coast Guard

1.4.1 - The Coast Guard shall be authorized an end strength of 20,000 personnel.
1.4.2 - Activate Coastal Patrol Group 3 in Duckberg Naval District

Article 2 - Procurement

2.1 - Army Programs

2.1.1 – Three-year procurement authority for 300x Modernized Attack Helicopter '52.
2.1.2 - Three-year procurement authority for 10,000 Infantry weapon and equipment '55.
2.1.3 - Three-year procurement authority for 1,000 modernisation of vehicles, light armour, and main battle tanks '55.
2.1.4 - Three-year procurement authority for 1,200 long ranged missiles, rockets and artillery '52.

2.2 - Navy Programs

2.2.1 - Five-Year procurement of 4x domestic frigate design '69.
2.2.2 - Five-year procurement of 4x domestic corvette design '69.
2.2.3 - Five-year procurement of 3x imported destroyer design '64

2.3 - Air Force Programs

2.3.1 - Five-year procurement authority of 200 Ballistic Missile Defense Interceptor '59
2.3.2 - Five-year procurement authority of 120 multirole fighter design '52.

2.4 - Coast Guard Programs

2.4.1 – Five-year procurement authority of 8x domestic corvette design '69

2.5 - Joint Force Programs

2.5.1 – Strategy for establishing Joint Military Communications System

2.6 - Military Research Programs

2.6.1 – Fighter Concept '75

Article 3 - Funding

3.1 The Ministry of Defense authorization for Defense Spending is set at F31.54 billion per year.
3.2-The Army budget is adjusted to F2.4 billion per year
3.3 The Navy budget is adjusted to F4.96 billion per year.
3.4-The Air Force budget is adjusted to F4.05 billion per year.
3.5-The Coast Guard budget is adjusted to F2.33 billion per year.
3.6 The Military Research Institute budget is adjusted to F2.00 billion per year.
3.7 in the time of a crisis and extra F500 million one time expenditure shall be granted for the purposes of training additional men and other necessities thereof
