An act to DE-STIGMATIZE mental health. An act to PROVIDE support for young Kodiakers. An act to RAISE awareness.


Article 1: Mental Awareness in Schools

1.1 The following section shall be put under title "Education Directives and Initiatives" under sub-title Education under Title II - Health and Education.

Section 1: Mental Awareness in Schools

1.1 The Ministry of Health and Education shall establish the "Mental Awareness" program for schools.
1.1.1 The program shall be available for every Elementary, Middle and High school in Kodiak.
1.1.2 As a part of the program teachers shall take an mental health aid and care course as a part of their regular organizational training to provide aid and care for the students need.
1.1.3 Participating schools shall get a certain number number of psychiatrists and therapist determined based on the number of students. Every school shall have at least 1 full time therapist.
1.2 Schools which sign up shall be covered a determined fraction of all costs related to the program.
1.2.1 Public Schools may use the General Public School fund to cover the remainder.
1.3 Programs such as national awareness campaigns and inter-student collaboration shall be established.
1.4 Students with special needs and mental disorders determined by doctors shall get assistants in school.

Article 2: National Awareness Campaign

2.1 The following section shall be put under chapter Public Health Programs, under sub-title Health, under Title II - Health and Education.
2.1 The Center for Mental Health shall establish and lead campaigns to de-stigmatize mental health which shall be developed by experts such as public seminars and public classes.
2.2 Universities and hospitals shall be given grants by the Ministry of Health and Education to develop new ways to develop new programs and ways to treat mental problems and illnesses.

Article 3: Budgetary Effects

3.1 125 million quaterly shall be give for all costs which are related to schools and their mental health campaigns.
3.2 12 million quaterly shall be given for the national awareness campaign and grants.
3.3 Additional funding of 30 million quaterly shall be given to the Center for Mental Health.
