THE FOLLOWING ACT WAS REJECTED BY THE GENERAL ASSEMBLY
WITH 5 AYE, 14 NAY, 4 ABSTAINS.

Preamble This act establishes the Kodiak Airport Authority (KAA), tasked with constructing and maintaining airports within the Republic of Kodiak. The funding mechanism includes fees on airport businesses and exemptions designed to incentivize economic activity and growth in the aviation sector.

Article I - Establishment of the KAA

1.1 - Adds Section 8 under the Title III of the Kodiak Law Code named the Kodiak Airport Authority (KAA) under the Office of the Ministry of Transportation as follows:

Section 8 - Kodiak Airport Authority (KAA)

8.1 - Establishes the Kodiak Airport Authority (KAA) under the Office of the Ministry of Transportation.
8.2 - The Authority shall be responsible for the design, construction, operation, and maintenance of airports within the Republic of Kodiak.
8.3 - The Authority shall operate as a self-sustaining entity, funded primarily through revenue mechanisms outlined in this Act.

Article II - Funding Mechanisms

2.1 - Creates Chapter 8 within Title III called "Air Transportation"
2.2 - Creates Section 1 - Funding Mechanisms for the Kodiak Airport Authority (KAA) under Chapter 8 - Air Transportation as follows:

Section 1 - Funding Mechanisms for the Kodiak Airport Authority (KAA)

1.1 - An airline may fly to any airport in Kodiak it choses unless its a military base. But must pay a fee to the Airports it lands on in exchange for services.
1.2 - Businesses invest in the airport to run restaurants and hotels on airport property must pay rent to the airport for operational cost.
1.3 - The KAA is allowed to charge for parking at the airport to any person.
1.4 - Revenue collected from the airport fees shall be allocated exclusively for the construction, maintenance, and operation of airports under the Authority's jurisdiction.
1.5 - The Authority shall have the power to set landing rates for aircraft using the airports under its jurisdiction.
1.6 - The Authority shall also establish gate usage fees for airlines and other operators.
1.7 - Rates shall be reviewed annually and adjusted as necessary to ensure the financial sustainability of the Authority.

Article III - Operational Responsibilities

3.1 - Creates Section 2 - Operational Responsibilities for the Kodiak Airport Authority (KAA) under Chapter 8 - Air Transportation as follows:

Section 2 - Operational Responsibilities for the Kodiak Airport Authority (KAA)

2.1 - The Authority shall prioritize the construction of airports in underserved regions to enhance connectivity and economic growth.
2.2 - All airports developed under this Act shall include facilities for passenger travel, cargo logistics, and emergency services.
2.3 - The Authority shall ensure that all airports meet national and international safety standards.
2.4 - A Maintenance Reserve Fund shall be established, funded by 15% of annual revenue generated by the Authority, to cover unforeseen repair and operational costs.
2.5 - The Authority is encouraged to enter into public-private partnerships (PPPs) for the efficient construction and operation of airport facilities.

Article IV - Budgetary Effects

4.1 - The Ministry of Transportation is authorized to allocate an initial sum of ₣500 million to the Authority for the purposes of establishing the department and beginning construction on priority airport projects.
