Political

Donovia is nominally a republic but operates as an authoritarian state. Despite outward moves toward democracy, a small group of oligarchs maintain power through control of the dominant political party, the Unionist Democratic Party (UDP). The UDP, in turn, dominates the political and economic landscapes. Despite a tumultuous past, the Donovian political structure is generally stable. The UDP arose from the aftermath of decades of widespread corruption at the highest levels of a Donovian political system that devastated the nation, ending nearly 70 continuous years of Donovian power and development. While the UDP has managed to create some economic stability, it has done so through the centralization of state political control. Despite the creation of a strong central authority, Donovia strives to retain a veneer of democracy and a free market economy. While corruption within the government has long been tolerated, the population’s willingness to overlook abuses of power is tied to their economic outlook which has declined in recent years. Donovia’s political elite conduct extensive, continuous, and effective domestic information operations. They focus on the narrative of constant threat from outsiders. Most citizens in Donovia support the country’s foreign policy, especially regarding the perceived threat from XA01. This is reinforced by government-sponsored narratives centered around Pan-Culture identity and Donovian nationalism.

Military

Donovia maintains a strong military, partially as an inheritance from a long-standing military tradition and partially through economic wealth being used to transform the post military remnants into a modern force. Donovian doctrine and tactics are complex, and current, making it a competent opponent. The country’s military capabilities range from militias and Private Military Companies (PMC) to nuclear weapons and anti-space capabilities. Donovia has the largest stockpile of nuclear warheads in the world that range from tactical munitions to strategic intercontinental ballistic missiles (ICBM) capable of striking anywhere in the world. The Donovian government denies possessing chemical and biological weapons since signing both international conventions decades ago, but there have been recent incidents of political assassinations using advanced nerve agents, and an anthrax leak from a military lab that killed more than 100 people. This leads the international community to assess that Donovia still develops and stores chemical and biological agents. Donovian forces are also capable of conducting Multi-Domain Operations (MDO) to set conditions and exploit narratives while simultaneously conducting combat operations. This strong military, combined with its assertive political agenda, make Donovia a dominant global competitor.

Economic

The Donovian economy is the 12th largest in the world with an estimated annual Gross Domestic Product (GDP) of $1.7 trillion. The national GDP sectors reflect the diverse labor force with agriculture accounting for 9.3%, industry 37.6%, and the services sector 63.1%. It is a wealthy country with vast natural resources and a leading energy exporter to both the Indo-Pacific and European regions. Donovia is a de facto Kleptocracy, in which corrupt leaders (Kleptocrats) use their power to exploit the people and natural resources of their own territory to extend their personal wealth and political powers. This takes place in the form of embezzlement of funds at the expense of the wider population. The ruling party uses political leverage to pass laws which enrich them, and few of their constituents.

Economic reforms in the 620s privatized most industry, with notable exceptions in the energy, transportation, banking, and defense-related sectors. The protection of property rights is weak by international standards, and the state continues to interfere in the operations of the private sector.

Despite economic problems, Donovia continues to prioritize rebuilding its military and funding its military operations abroad. Donovia’s military and political antagonism toward XC18 continues unabated and its efforts to undermine XC18 institutions and the XA01 alliance remain steadfast. Donovia uses its energy position in Ostland along with espionage, cyberattacks and information warfare to exploit XA01 vulnerabilities. It also seeks to drive wedges into the transatlantic alliance and undermine people’s faith in government and societal institutions.

Social

Donovia experienced a period of rapid expansion during the 400s, taking claim over a diverse population spanning from Ostland to the Pacific, and from the Arctic to the XR03. Despite covering over 17 million square kilometers, Donovia’s population is overwhelmingly concentrated in the West, and Southwest in XR03. Donovia’s identity is CULTURE, which is superficially Osterlandish, but with non-Ostland influences.

Information

Due to the size of Donovia, the onset of the information age occurred in an unbalanced manner with urban populations outpacing rural populations by several generations of technology. Urban populations may have the latest cellular devices and networks, while rural populations may still be reliant on landlines and two-way radios. In some of the most remote regions in eastern Donovia huge technological leaps were made where communities went from two-way radios to advanced cellular and satellite communications. These eastern communities were usually associated with petroleum infrastructure where the government of Donovia had a national interest in rapidly strengthening the communications infrastructure.

Donovia is not capable of ensuring the same level of information infrastructure development throughout the entire country, specifically in more remote areas. This creates a significant disparity in the way information is received for many parts of Donovia. This also forces the Donovian government to conduct its messaging through redundant means of communication, social media, internet news, television news, print news, radio, and even in person speeches by local officials. The Donovian government will continue to acquire the necessary infrastructure to project their narrative beyond their borders. Overall, the onset of the information age is evolving at different rates in different regions of Donovia, such as the Arctic, and the government is adapting quickly to control any new means of communication as it becomes available.

Infrastructure

Donovian infrastructure varies drastically ranging from the use of the latest equipment, products, and technologies in the largest cities such as Schom to isolated rural areas where the infrastructure has changed little from what it was 200 years ago. Over the next decade, the Donovian government plans to prioritize infrastructure spending, especially in the transportation arena. Primarily by upgrading their highways, airports, railways, ports, and other supporting infrastructure.

There are parts of the country, especially east of the MOUNTAINS, which communities are isolated and can only be reached by air or by back country roads that can turn into quagmires when it rains. Despite the country’s size, Donovia is one of the world’s most urbanized countries. About 75% of all Donovians live in urban areas. The capital city of Schom is the most populous city in Osterland and one of the largest in the world with 12.4 million living within the city limits and a metropolitan population of over 20 million.

While Donovia features a large urban population, the urbanization rate has dropped 0.2% over the last decade as the population ages and the elderly can no longer afford to live in the cities due to the rising cost of living and their fixed incomes. They are moving back to their rural homes where they grew up so they supplement whatever pension they may receive with gardening to provide themselves necessary food for survival.

Physical Environment

Donovia stretches across OSTLAND to the Pacific coast, and from the Arctic Ocean south to the Black Sea.

There are eight Federal Districts in Donovia: Central, Northwestern, Southern, Volga, North, Karputska, Rhzev, and Far Eastern. The western portion of Donovia has a population of 110 million people, making it most populous country in Ostland. About 77% of Donovia’s total population lives west of the MOUNTAINS. Therefore, almost all Donovia’s largest cities are in the western part of the country.

Time

Because of the variety of religions and vast geographical area the Donovian perception of time varies by region. In general, they honor people above time, but simultaneously respect punctuality. Time is a fluid concept and meetings can often go longer than expected.
