RECOGNIZING that the recent cyber attack in Rosalice has shown a gap in Cyber security within Kodiak, this act hereby calls for a boost in funding to have better cybersecurity.
Article I - Department of Cyber Security
1.1 Hereby Creates the Department of Cyber Security within the Ministry of Foreign and Defense Affairs
1.2 DoCS will headed by four (4) advisors, appointed to four (4) year terms, on the advice of the sitting Minister for Foreign and Defense Affairs.
1.3 The DoCS shall be responsible for the administration of the provisions of this act, including Cyber Security, improvement, and assistance
Article II - Cybersecurity Strategy Development
2.1 The Department shall develop and implement a comprehensive national cybersecurity strategy to address emerging threats, vulnerabilities, and incidents.
2.2 This strategy shall include Assessment of current cybersecurity posture across federal, state, and local governments.
2.3 This strategy shall include Identification of critical infrastructure sectors and key resources that require enhanced protection.
2.4 This strategy shall include Development of best practices and guidelines for cybersecurity protocols.
Article III - Threat Intelligence and Information Sharing
3.1 The Department shall establish a centralized Cyber Threat Intelligence Center to collect, analyze, and disseminate threat intelligence.
3.2 The department shall facilitate information sharing between government agencies, private sector entities, and international partners to enhance collective cybersecurity efforts.
Article IV - Cybersecurity Training and Workforce Development
4.1 The Department shall Create and promote training programs to enhance cybersecurity skills and knowledge among the workforce.
4.2 The Department shall collaborate with educational institutions to develop cybersecurity curricula and encourage pathways for students into cybersecurity careers.
Article V - Incident Response Coordination
5.1 The Department will Establish a National Cyber Incident Response Team (NCIRT) to assist in the containment, mitigation, and recovery from cyber incidents.
5.2 The Department will Provide guidance and resources to state and local governments and private sector organizations during cyber emergencies
Article VI - Regulatory Oversight
6.1 The Oversight will Develop cybersecurity regulations and standards for federal agencies and critical infrastructure sectors.
6.2 The Oversight will also Monitor compliance with established cybersecurity standards and enforce regulations as necessary.
Article VII - Funding for CyberSecurity
7.1 The Department of Cyber Security will be allocated F55 million per quarter.
7.2 The Department if they are in dire need, may apply for more funding from the Treasury.
