Amendment to the Standing Rules and Procedures (673)

PASSED the General Assembly on OCTOBER 23, 2024 with 20 Ayes, 1 Nay, 1 Abstain

BE IT RESOLVED BY THE GENERAL ASSEMBLY OF THE MOST SERENE REPUBLIC OF KODIAK:

NOTING that special resolutions that require expediency cannot be voted upon in haste

FURTHER noting that the General Assembly lacks clarification on withdrawal of acts and resolutions beyond precedence.

HEREBY the General Assembly resolves to amend the Standing Rules and Procedures of the General Assembly.

Article I - Special clause for extraordinary votes

1.1 Creates the following clause in Article III of the Standing Rules and Procedures:

3.9 Special resolutions that do not hold legislative power, such as legislatively relevant acts or resolutions, treaties, constitutional amendments; nor executive consequences such as motions of no confidence, impeachment, executive orders or edicts, referendum; may be motioned for a special extraordinary vote unless the resolution is covered by other rules and procedures defined specifically for a type of resolution.
3.9.1 This vote may be held immediately, upon securing at least two seconds in support of the motion and a minimum of 24 hours has passed.
3.9.2 Reasons for motioning an extraordinary vote must be provided to the Assembly and any objections heard.
3.9.3 It is at the President’s discretion whether such a motion is accepted.

Article II - Withdrawal of proposed acts or resolutions

2.1 Creates the following clause in Article III of the Standing Rules and Procedures:

3.10 Authors of any proposed act or resolution may request that the bill be withdrawn during debate. The President may, at their discretion, withdraw a bill from debate which will be considered shelved.
3.10.1 All active authors must have formally stated their agreement to the withdrawal before a motion to withdraw may be accepted.
3.10.2 Any authors not able to attend the General Assembly, without prior reasonable notice determined at the discretion of the President, must be given adequate time (at least 24 hours) to agree or object.
3.10.3 The President must hear any objections and approve or reject the motion at their discretion.

3.5 Once the voting proceeds, all new discussion on the resolution must come to a stop.

Amended Text

3.5 Once voting has begun, new discussion, debate, or motions shall cease. Additionally, bills may not be withdrawn once a debate has gone to vote.

Article III - Allowance for a shorter vote for temporary suspension of clauses during a debate

3.1 Adds the following sub-clause to Article V, 5.5:


5.5.2 The vote shall be open for 48 hours.
